also did you use marker or colured pencil it's hard to tell

Uh a mix of things! The unfiltered one is made with IbisPaint and a bunch of editing stuff like wet edging, relief and bevelling, and then for the one with the VHS filter I run it through a mobile app called RareVisionVHS and then screenshot it and edit it a bit further! Pretty easy after you do it for awhile!
